What is the difference between Start and Pstart, How is Dstart implemented in code.

Hi thanks for reading. I wanted to give an initial value to a defined variable in a LP, I tried to use Pstart. I wanted to differentiate between Start and Pstart. also the document states while using Pstart we need to use Dstart on constraints. How is Dstart implemented in the python code?

Suppose this is my constraint: m.addConstr(Vplist[j]<=1*vulnerabilty[j]). How do I apply Dstart here. 

 

I have my code and data with me If any body is willing to help I can upload it as I am stuck in my problem for over a month now and I am not able to solve it.
