Gorubi WEAP optimiser solver

I am using WEAP model, they recommended gorubi70.dll  or gorubi75.dll solver 32Bit version as an additional installation to run the model. I cannot find it under downloads, is this version still available if so where can i download it. it seems i am unable to find it
