How to put a floor function as a constraint

Hi there, i need some help
I have this optimization problem where i'm trying to minimize the number of buses that goes to a mecanic every month. The actual trouble is with this constraint right here:

I don't know how to implement that maximization operation into my constraint, because numerator as well as denominator are variables. 

Please help
