I wonder that could gurobi module in python with "Restricted license - for non-production use only" solve a linear programing problem with about 25 variable?

  Yes, you can do that (as long as the model is for non-production use of course).

  With the size-limited license you can solve models up to 2000 variables, 2000 linear constraints, and 200 variables if quadratic terms are present.

  If you want to solve bigger models, you need a full license, which we provide for free for academic users.
