Skill Matrix Constraint

Hi everyone!

I'm looking for an efficient way to implement a skill matrix constraint for a scheduling problem. Every worker has a skill matrix and every task a skill requirement matrix as introduced by Cordeau et al. 2010.

How would I implement a constraint like this?

Your help is very much appreciated.
