  Can you try setting the \( \texttt{GRB_LICENSE_FILE} \) environment variable to the full path of the \( \texttt{gurobi.lic} \) file? E.g.:

  ENV["GRB_LICENSE_FILE"] = "/Library/gurobi911/gurobi.lic"

  Unless you have other license files on your machine, you shouldn't have to set \( \texttt{GRB_LICENSE_FILE} \). Gurobi looks for a \( \texttt{gurobi.lic} \) file in \( \texttt{/Library/gurobi911} \) by default.
