The line
flow = m.addVars ( commodities , arcs , obj = cost , name =" flow ")
defines a variable for each combination of commodities and arcs. Each such variable is added to the objective with coefficient cost (obj=cost). See the definition of cost, arcs, and commodities above in the document. The default objective sense is to minimize. Hence, no additional action is necessary.
