The pip installation of Gurobi comes with a free size-limited license. It is very possible that your OS uses this size-limited license over your full license. The error you see is discussed in the Knowledge Base article How do I resolve "Model too large for size-limited license" error? You could also try searching for all gurobi.lic files on your machine and delete all except for the correct one.
