how to write minmax objective function for mTSP

Hi, I'm implementing the minmax mTSP in python and I don't know how to write the minmax objective function, can someone help?

  Hi Samantha,

  This is a bilevel optimization problem you have there. Gurobi currently does not natively support bilevel programming. However, there are techniques to reformulate special cases of bilevel problems as single level models. The paper by Kleinert et al. gives a good overview over most state-of-the-art techniques.
