How to make random sample of normal distribution?

Could someone tell me how to make 3-d random variable sample?
I have data named demand_{jk}, and I want to use it to make 3-d random data of normal distribution using np. random.normal() function.
The data (demand_{jk}) is in the attached file. It is of the dimension of 2019 * 26.
Each element of demand_{jk} should be used as mean, and 2 * Each element of demand_{jk} should be the standard deviation.
The sample number N = 10.
Therefore, the total sample dimension should be 2019 * 26 * 10.
