The best option for using Gurobi on the cloud is to use an Academic WLS license.
The WLS (Web License Service) allows you to run Gurobi Optimizer wherever you want, across regular machines and container environments (Docker, Kubernetes...). This portable license can be used seamlessly across multiple platforms, including those outside an academic network. For more information, please see What is an Academic WLS license?
Another option is to use an Academic Named-User License on a cloud machine of your choosing. Unlike an Academic WLS license, an Academic Named-User license becomes associated with the host ID of the machine on which it is installed. Using it on a cloud instance requires configuring the instance to have a persistent host ID (e.g., see: How do I configure an AWS EC2 instance so the license file remains valid?).
